Ah, I remember when I watched this episode in Japanese (a language I don't speak) 😉
At first, I believed the child was Aunt Jane as a little girl, and I thought it was the basis of her """villain""" arc (that is to say, she had a harsh upbringing with parents that obviously enjoyed so much punishing their daughter they literally photographed themselves when doing so, and this is why she is so bossy with her relatives)

It was pretty clear that it was Moominpappa getting spanked, because the next page Snorkmaiden scrolled to showed Moominpappa holding an axe next to a tree that fell on a house.

Ah, once more, I was only watching that episode in a language I can't speak!
Also, I was sure the child on the "spanking picture" was wearing a short skirt (taking a closer look, I think it was the Aunt's arm holding Moominpappa that I mistook for a skirt). Thus, I was sure the child on all the pictures was a girl... And since it was a photo album found in Aunt Jane's mansion, I assumed the "little girl" was Jane as a child...

Ah, not really, this is why I used three pairs of inverted commas at "villain" for want of anything better.
Of course, we understand at the end of ep.27 she isn't really mean, and mostly misunderstood, but let's admit she was rather rude to the Moominfamily when she walks in for the first time (in my language, at leats): she tells Snufkin he MUST carry her luggage because he "doeesn't have anything to do" (he was fishing), she says the circular shape of Moominhouse is "another stupid idea from her idiot nephew" (=Moominpappa), she openly scorns Moominmamma and doesn't greet her back...
So, my guess is that this episode was meant to explain that Aunt Jane's lack of politeness was due to her growing up without love or support

I think Tove was against depictions of child abuse, I read it somewhere concerning the 70s (?) anime

Very unbased to any Tove's works, but that's just how the anime studio ever wanna please the audience for more Moomin back in the days. Xp
