Wouldn't The Order be technologically more advanced than the Roman Empire? The Order is a medieval theocracy based on Medieval European Christian kingdoms, while the Roman Empire preceded that era.

Yes, The Order does have guns, but now I realized my question was redundant, because the Roman Empire technically still existed during the Middle Ages all the way to its end, but we in the modern world don't call them Romans, we call them "Byzantines," and admittedly they are often not represented in pop culture media of Medieval Europe.

As for The Order possessing firearms: Paula Tronmail is one of The Order's famed Three Musketeers. According to lore, the guns are ancient weapons discovered from the ruins of a past civilization that never gets explicitly named, and only she, along with the two other Musketeers possesses them. However, the profile of the Dark Musketeer proves that Mamono also wield firearms in their ranks. Plus, the existence of the Automatons and Gremlins leaves no doubt in my mind that firearm technology is well within the reach of Mamono society.

Though I'll assume you had the Roman Empire from Antiquity in mind since the Byzantines, again, aren't really in the popular mind of most people. In that case, I'd say The Order, and especially Lescatie, would be overall more technologically advanced than a Mamono-Roman Empire. The plate armor seen on the various profiles of the knights of Lescatie matches what we see in High Middle Ages, Renaissance, and even Early Modern armor, which was far more advanced than what the Romans could have produced: articulated joints, full coverage capabilities, etc. Romans couldn't match that level of protection, so they made up for it with their iconic large shields and battle formations. That level of metallurgy requires serious industrialization e.g. extensive use of water wheels and windmills. The Romans did make use of these technologies, but not to the scale that Medieval Europeans eventually reached. By the time of the High Middle Ages-Late Middle Ages (1300s-1400s), the average Medieval European polity was more technologically advanced than an average Roman subdivision. The Renaissance then followed, sparking a boom in technological innovation e.g. the printing press and shipmaking. Even firearms were starting to spread rapidly, and by the Early Modern Period they became a common sight in militaries.

Even with all of this in mind, I still find your idea of a Mamono-Roman Empire interesting; if instead our two worlds crossed not during our modern times, but during Antiquity. I think there's a fanfic of that somewhere on AO3.
