The laptop looks period correct and they changed the wallpaper to something resembling xp and probably thought that's enough.

it's 2009-2011 when the series takes place, you're probably thinking of Better Call Saul, which takes place around 2002

I wonder if that is some sort of retcon because there’s no iPhones and all the cars are much older and the clothes and the music and everything

The iPhone had only released 2 years before the show started, and I honestly have no clue what you mean by the clothes being much older, it looks fairly normal even today. Most of the cars are also from the late 90s and 2000s, so that lines up too.
