Fix My Print Good 1st layer. Bad top layer?

Ive had a relatively consistant issue with .6 nozzle and my top layers being bad. The 1st layer is great bed is level .6 nozzle and .32mm layer height has worked before but large flat pieces and even tinner ones have horrible scarring on the top layer causing scraping and bad fitting. Idk what to do now

Ender 3v2 klipper

Doesnt go above like 20mm a seccond speed
