What caused these fish-scale patterns?

The model is only 3 layers thick (1st layer: 0.28mm, middle/top layers: 0.2mm). At first, the 1st layer was perfect, but fish-scale ripples appeared on the 2nd layer. I tried slowing down, but then the ripples appeared on the 1st layer as well. If I run all layers at normal speed, the issue still happens on the 2nd and 3rd layers.
