Question Covenant Consonance - How to unlock?

I got a friend playing and for some reason this banner isn't an option for them. How do they unlock it?

Level 25 or 30+ not sure, and you have to be away for a maximum of 2 months, and a minimum of a half month?

Ps: Dont quote me on that.

Ah okay thanks. I've tried googling it but there's nothing showing up for this lol. Off topic, does Plume ever get a rerun? Or does Etheria Restart ever do reruns?

Reruns happen. Massiah, Ray, etc...haven't seen Plume yet

I think she had a rerun before. And she can also be summoned in new accounts. Not sure about other reruns.
