Aye, I've seen it drop outside though and have never been in a Treasure Realm.

I know I got one the other day without having ever done a Treasure Rift. Maybe seasons count as "separate" a la Hardcore :) 1 u/Lyriq Feb 24 '15 I got one on my non seasonal wizard a couple weeks back without ever going into a treasure rift
