This information has bee confirmed! I asked my dog to keep silent if it is true and to bark if not. I am honestly sorry if you have just gotten a heart attack, but I could not stand not sending it. Plus I could say rejected instead of accepted and then you would got a real heart attack. Anyway just do something for next 3-5 hours and stop being nervous coz its not helping (talking to myself)

You are right, people who do not have it are accepted and the people who have it are rejected/deferred.

Same was the case with UC Berkeley last year. Folks who have been accepted have their data stored in the college system and so it's impossible to withdraw them (unless done manually).

On the other hand, people who are rejected do not have their data on the college system and hence even if they withdraw their application, it's completely acceptable.

I am not writing this to dishearten kids here, because even I have the withdraw button which according to my theory is a rejection or deferral.
