Only 3 tutorials?

Hi everyone. I started the game and I've noticed some things that aren't explained. You play two or three tutorial maps before reaching the main map, but they don't explain anything about the storm or the weather changes at that point. Are there no more tutorials?

Every difficulty up until Viceroy is a tutorial.

One could argue that everything except for QHT is a tutorial for QHT
