That's simply the godmode9 menu, you can't go back. You can just turn off the console (by pressing the power button or START+R as it's is written there) and then you can access again godmode9 by holding the START button and pressing the Power button.

If you want to simply access the normal 3ds menu, you have to just press the power button and the console will boot up normally.

If you mean that you want to start from the beginning, you have to check if you installed Luma and follow carefully the guide from this page: https://3ds.hacks.guide/checking-for-cfw.html
