Bonds

In the episode free fall Burke has Jones look under an ultraviolet light at the bonds that Neil is caught on, then he gets arrested for those by Fowler am I missing something or wouldn't that be double jeopardy because he had already gone to prison for those bonds

He didn't get arrested for the bonds. He got arrested because his signature turned up on the fake diamond, therefore seemingly proving that he had stolen the original.

Not sure how one can miss that when Fowler literally says 'Neal Caffrey, you're under arrest. We found your signature on the fake diamond. It matches the signature on the bonds you were arrested for' then proceeds to show a picture of the supposed signature on the diamond 😅

I have no idea how I missed that either and I've watched this show through probably half a dozen times

You were probably trying to find the soul in Fowler's eyes. It isn't there.
