Why would I want to pay a tow truck to move a car a a metre away?

Not in the UK they wouldn't.

If the car was parked on private property (it's not) the property owner could arrange to have it towed (at personal expense).

They could then attempt to take the vehicle owner to small claims court to recoup the costs, assuming they can reasonably justify why the car being parked illegally required them to do so.

This car is not parked on private property, nor is it parked on a way that endangers others, so nobody would tow it, and of an individual attempted to, they'd be arrested for theft.

Do you not care about obstructing the mail and sidewalks there? Kind of backwards. This guy is going to keep parking that way if he receives no punishment.

Perfectly legal to park on the footpath in most of the UK. In fact in many areas the footpath is the only place available to park. Remember most of our towns and villages, and therefore roads pre-date motor vehicles by a several hundred (often thousand) years.

The driver has been told they’re being a dick, so all being well they’ll learn and not do it again. If they keep doing it you report it formally. No need to get the authorities involved when a bit of a telling off will do quite nicely.
