Endeavor looks like a phoenix with Hawks' feathers which is symbolic with rebirth and rebuilding oneself from the ashes.

It's nice that Hawks, even if that desperate situation and with all of his feathers burning up, went for a bit of style :D

He wanted to really emphasize endeavor as the new symbol

That's a good point. He really cognisant of the fact that he himself hasn't such a public personal and wants to support Endeavor the best he can.

It's crazy that Hawks as a small kid could notice Endeavor's struggle of being in Almight's shadow and how fitting that he gets to be the one to help him become the new Symbol of Peace

Yup, but he might have lived in different circumstances. He did train with the suits at an early age so who knows what he was looking for when he saw heroes at that age. Out protagonists and deuteragonist saw All Might as the Symbol that he was and from a normal public perspective.

hawks might have been raised in/at/around some government agency and might have seen a different side to the whole hero business.

To quote Jazz of the Autobots, “ if it’s not done with style, it’s not worth doing.”
