I dont have any stats to back it up either, but based on anedoctal evidence. Ishtar was the only servant up til I was still playing (Lostbelt 3), that get 2 rates up in mere months. That's just how popular she was and F/GO wanted to cash on her popularity.

That might be different for the anime community at large though.

Considering that both just appeared now in anime form on FGO with Ishtar appearing first, I think we'll need a bit more time to see this.
