Because Setsu's Key isn't full yet, Setsu will continue to jump world lines until they are done if the Silver Key feels like Setsu already gets enough informations in this world line, Setsu also has to close the loop by giving Yuri in episode 1 the Silver Key. It is either Yuri or Setsu, they can't stay together.

Key holders don't loop on death. They loop once the window for getting information has passed, I believe. That's why Yuri would loop even when he won.

Then there's the ethical consideration of pushing your original self through a portal without an escort. Yuri dismissed the idea of putting the real one in suspended animation, since it wouldn't be fair to the other one. This would be more or less the same thing.

We've seen Yuri loop even when they win a game. He looped on episode 3 second loop which was a human victory and on episode 9 which was a gnosia victory. What gave you the impression the silver key only loops on death 18 episodes into the show?
