It’s speculation and based on past years. ucla tends to release decisions on the 3rd Friday of March and the Alumni Scholarship organization starts reading accepted applications as soon as decisions go out and apparently the alumni people stated that they’ll start reading alumni scholarship applications on the 20th, which implies that ucla will release decisions this Friday, the 19th (the 3rd Friday of March)

It sounds like you are far more familiar with UCLA's process, but isn't it possible for the Alumni Scholarship Organization to start reading apps without revealing the identities of the admitted students thus voiding any need for UCLA admissions to release the day before?
